A UGC creator makes advertising videos that look like a real person's own post, for brands to run on their own channels or as paid ads, and is paid for the content rather than for an audience.
The difference from influencer marketing is who the video is posted by and what is being bought. An influencer is paid for reach: the brand wants the post to go out to that person's followers. A UGC creator is paid for the asset: the brand posts it themselves, or runs it as an ad, and the creator's follower count is close to irrelevant.
That is why this is a job somebody can start with two hundred followers, and why a portfolio matters more than a profile. What a brand is buying is evidence that you can make the video in their brief.
